Jessica Capps | Program & Case Manager
Jessica serves as the Program and Case Manager at Greater Lafayette Family Shelter, overseeing client intakes, day-to-day operations, and most direct client interactions. She coordinates programming to support families on their path to stability and assists with grant management to ensure services meet both client needs and funding requirements.
Jessica holds a bachelor degree in English and brings valuable experience from her time at Cary Home for Children in Lafayette, where she worked closely with youth and families. Her background in both client services and program coordination allows her to combine strong communication skills with a compassionate, hands-on approach to supporting families experiencing homelessness.
Steven Flowers | Executive Director
Steven Flowers serves as the Executive Director of the Greater Lafayette Family Shelter. Since stepping into the role in January 2024, Steven has guided the organization through a major turnaround, restoring stability, strengthening services, and ensuring that families experiencing homelessness can stay together in a safe and supportive environment.
Before joining GLFS, Steven served as Deputy State Director of the Kentucky CASA Network, supporting child advocacy programs across 79 counties. He also held leadership roles as Executive Director for Planning & Administration at Elizabeth City State University, overseeing student affairs division-wide operations and compliance, and he led a YMCA through a turnaround that expanded services for hundreds of children and families. In addition to his nonprofit leadership, Steven has served as an lecturer at Purdue University.
With more than a decade of experience in child welfare and nonprofit management, Steven brings a record of helping organizations navigate change and strengthen impact. He holds a Master of Public Administration and a Master of Science in Law Enforcement from Indiana State University and is currently pursuing an MBA/Ph.D. in Global Leadership at Saint Mary-of-the-Woods College. Certified as an Advanced Nonprofit Professional, Steven is also a small business owner of Grateful Dogs, Ivan Delfin Fashion, and Tenovo Consulting.

Bert Gates | Resident Assistant
Bert serves as Greater Lafayette Family Shelter’s Resident Assistant, living on-site to provide overnight support for families in shelter. He helps ensure the building stays safe and secure, responds to client needs after hours, and supports a calm, respectful environment so families can rest and focus on their next steps.
Shanon Settle | Facilities & Volunteer Manager
Shannon serves as the Facilities and Volunteer Manager at Greater Lafayette Family Shelter, overseeing the cleaning, maintenance, repairs, and grounds keeping that keep the shelter safe and welcoming for families. She also plays a critical role in emergency management and planning, ensuring the shelter is prepared for any situation.
As a former client herself, Shannon brings a unique perspective and compassion to her work. She teaches independent living skills to residents, helping them build confidence and self-sufficiency as they prepare for life beyond the shelter. In addition, she recruits, trains, and manages volunteers, connecting community members with meaningful ways to support families experiencing homelessness.
Monica Casanova | MSW Practicum Student
Monica Casanova serves Greater Lafayette Family Shelter as a Master of Social Work (MSW) practicum student, where she works directly with families and helps strengthen our case management practices using trauma-informed, empirically based best practices. In this role, Monica supports client goal-planning, resource coordination, and continuous improvement efforts that reinforce stability, dignity, and long-term self-sufficiency for the families we serve.
Monica also brings a deep commitment to public service as the elected Fairfield Township Trustee. Her background includes 12 years in library administration, along with community advocacy and leadership roles focused on increasing access, inclusion, and effective public systems. She has supported local residents through work in public health and immigration services, including experience as a case manager at Valley Oaks and as Assistant Director for the LUM Immigration Clinic.
Monica is known for a collaborative, people-centered approach rooted in “empathetic innovation,” helping ensure systems are both efficient and responsive to community needs.
